A good friend of mine, who has been involved in the Washington political/military arena for many years told me one time, "Richard, Build On What You Know". Your organization has been tasked with a project with specific deadlines, and hopefully, my skill set will help you meet those objectives in a timely manner. Should my experience not meet your needs exactly, I have spent so much time in my career as a contract consultant, that I will come up to speed expeditiously.
Starting from working with 80 character punched cards on a Univac 1005 to feed, cloth, pay, and provide TO&E personnel month end staffing reports to the senior staff at the 1st Armored Division, Mr Lang has moved forward, getting his business degree, working on large scale Univac equipment, converting to large scale IBM computer equipment. He has worked on a plethora of different industry applications such as Manufacturing, Shipping, Process Controllers, Insurance, Fund Accounting, Municipal Fund Accounting, and Leasing as well as other industries have provided him with a well rounded background.
As incredible as it may seem, due to the fact that Mr Lang worked working most of his career for profit driven organizations, large scale IBM mainframes were his main forte. All they way up until 1990, only 1 person was a dedicated resource to the analysis of the ubiquitous Internet in his division. However, with the advent of Windows 3.1, and a webmaster coming out to do a manual install of Windows on his 25 MHz computer, Mr Lang began his real indoctrination to the Internet. From Windows 3.1., to Windows Vista he followed the maturation of the Internet. With multiple industries experience behind him, software applications followed on.

Mr Lang has over 4 decades of experience in the field of data processing.

He is a veteran of the United States Army serving from 1967 - 1969, most of the time being spent
in the Adjutant General Corp(AG) of the 1st Armored Division(Old Ironsides), Fort Hood Texas.

He graduated from the University of Georgia with a BBA degree in Business Systems in August 1974.

He progressed from Programmer to Senior Management Consultant over the 40 years he has been involved with computers.

Significant accomplishments during his career include:

Co-ordinated the installation of all telephony as a consultant to Pacific Telesis using the Project Evaluation and Review Technique(Pert) and the Critical Path Method(CPM) for the 1984 Summer Olympics in Los Angeles California.

Implemented a Direct Cost Accounting ledger system for Litton Bionetics in 1978. At the time, Litton Bionetics had the contract to run the National Cancer Institutes Frederick Cancer Research Center in Frederick Maryland. The Direct Cost Ledgers were produced 3 hours after the expense accruals were entered into the Accounts Payable System, instead of the 3 days it took under the previous manual system. Participated with the responsible Principal Investigator in long term drug studies on specific drugs for G.D. Searle and Co with quarterly reports being drafted for submission to the Food and Drug Administration for review to ensure that there were no long term side effects involved with the drugs.
The previous Secretary of Defense, Mr Donald Rumsfeld, was CEO of Searle when Mr. Lang performed consulting work for his corporation.

Co-ordinated the conversion of the United States Army TRADOC correspondence school training system at Ft. Eustis Va, to CSC's computer facility in Lanham Maryland. During this time he trained 5 Computer Data Systems employees on the use of large scale IBM OS/MVS, TSO,and SDSF. For his "efforts above and beyond the call of duty" Mr. Lang received the Corporate Eagle of Excellence award.

Participated in a system modeling project with Sr Navy Analysts at the Washington Navy Yard developing a training course for Systems Analysts using the Problem Statement Language/Problem Statement Analyzer(PSL/PSA) modeling language developed by the University of Michigan.

Provided technical support to a team of analysts allowing them to perform statistical analysis of part failure data that was being collected on the BlackHawk helicopter for the United States Army Materiel Command. When any new flight aircraft that are adopted by the services, an arbitrary subset of these aircraft have every maintenance activity logged on them in hopes of spotting potential problems before they occur in flight. Statistical analysis is run on the maintenance data to identify failure trends, if they exist.

Mr. Lang was rated as a GS-14 by the OPM in the GS-334 series as a Computer Programmer, Computer Systems Analyst, and Computer Specialist in 1990.
